Gopalpur Industrial Park has earmarked 1,235 Acres for a multi-product Special Economic Zone (SEZ) and 1,735 Acres for a Private Industrial Park cum Domestic Tariff Area (DTA). A unit looking to lease land in either of the zones are eligible for various incentives by the state and federal Government, but its Net Foreign Exchange (NFE) earning will have to be positive or at least $1 per Year. SEZs are generally treated as foreign territories in India, hence units in SEZs enjoy duty free imports of capital goods and raw materials required for production. They can also sell their products to local market after paying the necessary custom duties and taxes. Units in DTA will have to pay the necessary customs and duties to import capital goods and raw materials.

To set up a manufacturing unit in Special Economic Zone (SEZ), approvals mentioned in Sl#1 to Sl#6 has to be obtained from the Development Commissioner (DC) of FALTA SEZ by using the website www.sezonline-ndml.co.in and by following the procedure outlined here. The unit holder shall also have to apply for the necessary approvals in the GoSwift portal of Government of Odisha.
To set up a manufacturing unit in Domestic Tariff Area (DTA), the unit holder shall have to apply for the necessary approvals in the GoSwift portal of Government of Odisha.
While Tata Steel Special Economic Zone Limited (TSSEZL) does not have any role in providing the approvals required for a manufacturing unit but it can help facilitate the approval process by liaising with the various departments of Government of Odisha.

We advise our unit holders to do an independent assessment of structural design to withstand the windspeed up to 235 kilometers per hour. The Industries Department of the Government of Odisha has developed an online Single Window portal, GO SWIFT, to provide all the necessary time-bound clearances. The Investment Facilitation Cell of the Department of Industries will facilitate project approvals within 30 days (15 days in case of Green Category of Projects) of receipt of the applications.

Gopalpur Industrial Park is a private Industrial park being developed by Tata Steel Special Economic Zone Limited (TSSEZL), on the land leased by Odisha Industrial Infrastructure Development Corporation (IDCO).

No. Gopalpur Industrial Park has a Special Economic Zone (SEZ) which spreads across 1235 Acres. It is a multi-product SEZ and can house industries belonging to Steel and any other industries, as applicable
The Odisha Industrial Infrastructure Development Corporation (IDCO) has leased the allotted land to Tata Steel Special Economic Zone Limited (TSSEZL) for 90 years from the date of possession (Year 1996) with pre-defined terms and conditions. As on May 2021, lease period of 65 years is available with TSSEZL and it can only sub-lease a portion of the land up to that period.
Once the sub-lease period is over, the unit holders will have to abide by the terms and conditions imposed by IDCO in this regard to TSSEZL. As per the existing terms and conditions, the manufacturing unit shall have to hand over the land to TSSEZL which in turn will handover to IDCO. The decision on extension of sub-lease will be at the discretion of IDCO/ the Government of Odisha. If extension is granted, the unit holders might have to pay a convenience fee to TSSEZL in this regard.
The minimum size of land one can sub-lease or rent in Gopalpur Industrial Park is 2 acres.
There are 25 Industrial Training Institutes and Engineering Colleges within 15 kms of radius of Gopalpur Industrial Park. Those institutes produce 5000+ skilled personnel every year. The state-of-the-art J N Tata Education Centre (JNTEC) is situated within the boundaries of the Industrial Park, which offers diploma courses as well as short-term skill development courses. The manufacturing units can get their employees trained at JNTEC as per the desired course structure.
Ganjam, the district in which Gopalpur Industrial Park is located, is the skill capital of Odisha. Skilled labor is available in plenty in the district and their details are available in the local employment exchange and can be accessed on request.

Living facilities and residential complex have been proposed inside Gopalpur Industrial Park for the employees and their families of the manufacturing units to be setup in the Industrial Park. Along with that there are residential houses to be rented in the nearby places of Gopalpur, Brahmapur and Chhatrapur.

Gopalpur Industrial Park is surrounded by a reinforced concrete boundary wall of 4-meters height and ~23 kilometers length. Unauthorized entry to the Industrial Park is limited.
In addition to the above, Tata Steel Special Economic Zone Limited (TSSEZL) provides round the clock security arrangement across Gopalpur Industrial Park. But the responsibility of security arrangements of a unit holder remains withthem. For the benefits of the unit holder, TSSEZL can facilitate connections with numerous security providers nearby.
Tata Steel has deployed a fire tender for emergency preparedness in its Ferro-chrome Plant and has agreed to share the same with Tata Steel Special Economic Zone Limited for its use in Gopalpur Industrial Park. The fire tender is equipped with the latest model and 4 firemen and 1 security officer have been deployed for quick response during emergencies.
A fire station under the office of the Fire Officer, Southern Range, Government of Odisha is situated in Brahmapur, which is just 15 kms away from Gopalpur Industrial Park.
Tata Steel Special Economic Zone Limited (TSSEZL) provides maintenance of common infrastructure facilities such as road and drainage networks, water and upkeeping of those for all the units. We are in the process of deploying utility infrastructure facilities such as Common Effluent Treatment Plant (CETP), Water Treatment Plant (WTP) and Sewage Treatment Plant (STP). We also have a provision of deploying a desalination plant of 15 MLD capacity. The operations and maintenance of such facilities will be in the scope of TSSEZL.

Yes. Rainwater harvesting is necessary as per the statutes of Government of Odisha and Government of India. Odisha State Pollution Control Board (OSPCB), Ministry of Environment, Forest, and Climate Change (MOEFCC) and Brahmapur Development Authority (BeDA) are the authorities which enforce such requirement.
Yes. Gopalpur Industrial Park allows red category industries to setup their manufacturing units inside the industrial park.
The Ministry of Environment, Forest & Climate Change (MOEFCC) has granted the Environmental Clearance (EC) vide its letter dated September 20, 2018 in favor of Tata Steel Special Economic Zone Limited for setting up a multi-product Industrial Park at Gopalpur, Ganjam district, Odisha. The said environmental clearance is only for the said industrial area for the activities proposed by the developer, i.e., Tata Steel Special Economic Zone Limited. The individual units will have to apply for environmental clearances, as applicable under EIA notification ,2006 (as amended from time to time) from the respective regulatory authorities.
However, the Ministry of Environment, Forest and Climate Change vide its Office Memorandum dated April 4, 2016 (download here) has exempted industries/ projects/ activities from Public Consultation if they are located within an Industrial Park/ Estate, which has been granted Environmental Clearance by the Ministry.
